Для определения доли налога, подлежащей кредитованию, платеж разделяется на две части: не подлежащий кредитованию платеж за специфическую экономическую выгоду и кредитуемый платеж за уплаченный избыток, если платеж в остальном удовлетворяет требованиям, предъявляемым к кредитованию (Сб. Инстр., ст. 1.901-2(a)(2)(i)). Налогоплательщик упоминается как "налогоплательщик, играющий две роли" (dual capacity taxpayer) (Сб. Инстр., ст. 1.901-2А). "Налогоплательщик, играющий две роли", должен установить долю налогового платежа, подлежащего кредитованию, либо по методу "факты и об-стоятельства"(facts and circumstances method), либо по методу "безопасная гавань" (safe harbor method).
